Chapter One: Introduction
1.1 Background of the Study
Decentralization is a governance model that seeks to distribute administrative authority, resources, and decision-making powers to local government authorities, thereby ensuring that the needs of the population are met more effectively (Ogunyemi & Nwachukwu, 2023). In Nigeria, decentralized governance policies have been adopted as a means of promoting local development, particularly in rural areas where government presence is often limited. Keffi Local Government, Nasarawa State, has embraced decentralized governance policies to encourage participatory decision-making and boost local development.
Decentralization is expected to improve service delivery, enhance local economic growth, and foster political accountability (Umar et al., 2024). However, challenges such as resource mismanagement, lack of capacity at the local level, and political interference have hindered the successful implementation of decentralization in Keffi (Jibrin & Adebayo, 2023). This study evaluates the impact of decentralized governance policies on local development in Keffi, identifying key successes and challenges.
1.2 Statement of the Problem
Despite the adoption of decentralized governance policies in Keffi, the desired outcomes of improved service delivery, local economic development, and better governance have not been fully realized. Weak administrative capacity, limited funding, and inadequate political will at the local government level have undermined the effectiveness of decentralization (Ali & Yusufu, 2024). This study investigates how these challenges affect local development in Keffi and provides recommendations for improving the decentralization process.
1.3 Objectives of the Study
1. To assess the impact of decentralized governance policies on local development in Keffi Local Government.
2. To identify challenges facing the successful implementation of these policies.
3. To propose strategies to improve the decentralization process for enhanced local development.
1.4 Research Questions
1. How do decentralized governance policies affect local development in Keffi Local Government?
2. What challenges hinder the successful implementation of decentralization in Keffi?
3. What strategies can improve the decentralization process for enhanced local development?
1.5 Research Hypothesis
1. Decentralized governance policies have a significant positive effect on local development in Keffi Local Government.
2. Administrative capacity and funding constraints negatively affect the success of decentralization in Keffi.
3. Political interference is a key challenge in the effective implementation of decentralization in Keffi.
1.6 Significance of the Study
This study contributes to the understanding of how decentralized governance policies impact local development in Keffi, providing practical insights for policymakers, local government officials, and development practitioners. The findings will inform future policy reforms aimed at enhancing the effectiveness of decentralization in Nigeria.
1.7 Scope and Limitations of the Study
The study is confined to Keffi Local Government, Nasarawa State, with a focus on decentralized governance and local development. Limitations may include challenges in accessing comprehensive data on local government performance.
1.8 Operational Definition of Terms
• Decentralized Governance: A system of governance where decision-making authority and resources are distributed to local government entities.
• Local Development: The process by which a local community or area improves its social, economic, and physical infrastructure.
